LUYCSD was established in the city of Ganta, NP Gas Station, Payesuah Building 1st floor, Republic of Liberia in the year 2006, and registered under the Law of the Republic of Liberia in 2007.

This organization was established by indigenous: Youth groups, women and girls, and people with disabilities within the Republic of Liberia. However, the establishment of the organization came about after a two-decade civil crisis that increased poverty and lack of job opportunities for the youth, women, and girls due to a lack of skills and high school dropouts within the Republic of Liberia. In 2006, we conducted research within the 15 counties to understand the level of unemployment, poverty rate, high school dropout, low income of agriculture productivities, and many kinds of diseases within the communities.

Who We Are
Liberia United Youth for Community Safety and Development (LUYCSD) is a nationally recognized community-based organization working to create safer, stronger, and healthier communities across Liberia. Since our establishment, we have been dedicated to youth development, community safety, gender equality, and social protection for vulnerable families recovering from conflict, poverty, disease outbreaks, and social instability. Our work has earned us accreditation from the United Nations NGO Branch and recognition from the Government of Liberia since 2012. LUYCSD remains a trusted grassroots partner across multiple counties.

Our National Membership Network
LUYCSD is powered by people. Across all 15 counties, more than 4,500 Liberians have registered as members of our network. These members voluntarily contribute small amounts — US$1, $10, $20, and $100 — to support the organization’s mission. This national membership system is the backbone of LUYCSD. For years, it has enabled us to carry out essential community services even during moments when external funding was limited.

Our Journey Through Crisis
Liberia has endured multiple crises — civil conflict, Ebola, COVID-19, climate shocks, rising poverty, and increasing substance abuse among young people. These crises affected families deeply and slowed down many community programs across the country. LUYCSD was no exception. During Ebola and COVID-19, many of our activities were disrupted, and membership contributions declined sharply. Despite these challenges, we continued to serve communities using our small internal resources, volunteer labor, and strong local partnerships. Our resilience through crisis is one of our key strengths as a grassroots institution.

What We Do
LUYCSD works across Liberia to promote: 1. Community Safety & Protection We support communities in preventing violence, protecting children, and strengthening local safety systems. 2. Gender Equality & SRGBV Prevention We work with schools, teachers, parents, and youth to prevent school-related gender-based violence and promote equal treatment for girls and boys. 3. Youth Empowerment & Rehabilitation Support We advocate for and support young people affected by drugs, trauma, or social exclusion, helping them reintegrate into their families and communities. 4. Community Development & Family Support We engage vulnerable families — including widows, indigenous groups, and households affected by climate and economic pressures — to strengthen livelihoods and resilience.

Our Research & Community Insight
Between 2020–2021, LUYCSD conducted one of Liberia’s most extensive community-level studies on drug abuse and youth vulnerability. Key Findings Included: Over 600 interviews with drug-affected youth More than 300 interviews inside ghettos Majority of respondents aged 25–39 96% acknowledged growing community substance abuse 13% reported losing family trust 17% said their families rejected them Only 2% had stable employment Most supported 1–6 dependents despite their struggles This research guides our ongoing advocacy for rehabilitation, reintegration, and protection.
